Permits: what the City's sheet says
The City of Sarasota's permit sheet exempts repairs of $1,000 or less with no structural work 1. It points to code section 105.2 1. The sheet is dated December 2020 1. It lists no flooring or painting item.
So the sheet does not say whether a garage coating needs a permit. We found no written City answer on garage coatings. Call the City's building division and ask for the answer in writing. Its Building & Permitting page lists (941) 263-6494 as the permit phone 2.
Do not assume you are exempt.
The new state permit exemption
As of October 18, 2026
HB 803 took effect July 1, 2026 3. It lets owners of single-family homes ask for a written exemption from a building permit for small jobs.
The value limit is < $7,500 USD3. The exemption does not cover electrical, plumbing, mechanical, gas or structural work. It also does not cover Special Flood Hazard Areas 3.
We could not check how the City of Sarasota or Sarasota County takes these requests. Ask your building department for the steps. Get the written approval before you rely on it.
HOA and condo rules
Florida Statutes section 720.3035 says an HOA committee may review outside looks only where your documents allow it 4. It may not control interiors that no one can see from the street, a next-door lot or common land 4.
A garage floor with the door closed may count as interior. Rules differ, so read yours and ask the association in writing. Condos fall under a different state law that we have not read.
If your garage door is open, the floor can be seen from the street. Ask the association whether that matters under your documents.
Who can do the work
Florida Statutes section 489.117(4)(a) lists painting and flooring among jobs that need no state contractor license 5. The list is not complete, and this is not legal advice.
No license does not mean no standards. Ask the installer for proof of insurance. Ask for the scope, price and warranty in writing. Structural slab repair is outside a coating job, so ask a licensed professional about that.

Is a garage floor coating exempt from a permit?
We cannot say yes. The City sheet lists no flooring or painting item. The new state exemption needs a written request and has limits. Confirm with the Sarasota building department.
Can my HOA stop me from coating the garage floor?
It depends on your governing documents. State law limits what a committee may control inside a garage that no one can see from the street 4. Rules still differ, so ask in writing.
Does the installer need a license?
Not a state contractor license for flooring work 5. Ask about insurance and written terms instead.
